US, China and the indelicate art of insults

'We lied, we cheated, we stole', ‘the Glory of American experiment’ by US Secretary of State/Ex-CIA director Mike Pompeo 


Strong words are being hurled at each other but there is calibration in the cursing.


THERE’S this memorable anecdote in Mario Puzo’s crime classic, The Godfather, where the mafia don from New York sends his henchman to reason with a Hollywood mogul who is standing in the way of his godson getting a film role perfect for him in every way, except that he has alienated the studio big shot who now hates his guts.

Where words fail, more potent nudges are sometimes needed – in this case, a horse’s head placed in the studio chief’s bedroom while he is asleep, blood and reedy tendons included, did the trick. It persuaded the man that the favour requested, and declined, is serious business. And thus he yields, shouting invectives and threats at the actor and his Italian origins, the consigliere who had reached out to him with the initial contact on behalf of his boss, and the mafia.

But not a word against the Godfather, himself. Genius, writes Puzo, has its rewards.

There’s no special genius, and even less reward, in the acrimonious exchanges that are causing a tailspin in ties between the world’s two biggest military powers and economies.

If anything, it bespeaks dangerous brinkmanship as a once-overwhelmingly dominant hegemon confronts a resolute challenger now picking a cue or two from its own playbook on how to throw weight around.

Nevertheless, the curses the movie mogul held back from uttering came to mind as I checked around the region about the goings-on at the Asean Ministerial Meeting and related meetings with dialogue partners hosted earlier this month by Vietnam.

Perhaps the two warring sides were mildly cramped by the fact that the conference did not take place in a single hall but over video link. Even so, while both the United States and China did robustly put forth their positions, each seemed to be taking care to keep the attacks from getting too immoderate.

Indeed, the rare frisson, according to Asian diplomats privy to the talks, came when China’s Vice-Foreign Minister Luo Zhaohui, standing in for Foreign Minister Wang Yi, dropped an acid comment about “drunken elephants in the room”.

Faint light at the end of the dark tunnel of US-China ties? Maybe not. But then again, maybe.

Some cultures, particularly in Asia, teach their young that even insults have to be measured; if you spit up at a person high above you, the mucus falls back on yourself. If you do that to someone far below you, it is a waste of time to descend so low. Insults have to be exchanged between equals. But most important of all, never insult so completely that the door to a reconciliation is closed forever. Perhaps that’s what we are witnessing.

A real estate and casino mogul before he ran for his first elected office, which happened to be the US presidency, the New York-born and raised Donald Trump, whose most trusted counsel is close family, has ordered his administration to pile on his strategic adversary the most intense pressure seen in a halfcentury. Secretary of State Mike Pompeo has enthusiastically fallen in line, as have his key deputies, including Max Pottinger. Other arms of US government such as the Pentagon have fallen in line as well.

In July, two aircraft carrier groups led by the USS Nimitz and USS Ronald Reagan conducted war games in the South China Sea, joined by subsurface vessels and nuclear-armed bombers. Technology links built up over decades are being torn apart like the wanton act of a child and within the US, the Federal Bureau of Investigation is putting Chinese nationals and Americans of Chinese ethnicity under unprecedented scrutiny.

Trump’s long arm has even snatched Meng Wanzhou, the powerful daughter of the Huawei founder, one of China’s most respected tech tycoons.

Chinese diplomats and media have pushed back, and unfeelingly for a nation where the virus was first identified, sometimes suggesting that the US could learn a lesson or two from Beijing on how to control a pandemic. Also mocked at have been the racial tensions and the rioting that have scarred the US in the wake of the pandemic and the resultant economic hardship.

Nevertheless, through it all, most of the US vitriol has targeted the Chinese Communist Party (CCP), not the Chinese nation.

In a landmark speech in July at the Nixon Presidential Library, Pompeo declared that the “free world must triumph over this new tyranny”. At the Asean forum earlier this month, he underlined US “commitment to speak out in the face of the Chinese Communist Party’s escalating aggression and threats to sovereign nations”.

This week, Assistant Secretary of State for East Asian and Pacific Affairs David Stilwell began his testimony to the Senate Foreign Relations Committee by saying he was there to “discuss the threat posed by the Chinese Communist Party to the US and the global order” in three geographical regions, before going on to say that “it is now clear to us, and to more and more countries around the world, that the CCP under general secretary Xi Jinping... seeks to disrupt and reshape the international environment around the narrow self-centred interests and authoritarian values of a single beneficiary, the Chinese Communist Party”.

Just as the US has tried to separate the CCP from the Chinese people, Trump and Xi have been careful to not throw barbs directly at each other.

Indeed, Trump has claimed to have a “tremendous relationship” with Xi and he has described Xi as a “man who truly loves his country” and is “extremely capable”. He has also stressed that the two will be friends “no matter what happens with our dispute on trade”, and he also has spoken of his liking and “great respect” for China. On the other side, Chinese anger seems to be largely directed at Pompeo, rather than his boss.

At a recent panel discussion I moderated for the FutureChina Global Forum, I asked Professor Randall Kroszner, former member of the board of governors of the Federal Reserve System and who currently serves on the advisory board of the Paulson Institute, which works to promote US-China ties, whether he saw wiggle room for a patch-up after the election.

“Ultimately, there’s an understanding that major economic and military powers need to have connections, need to be able to talk and work with each other,” Prof Kroszner responded.

“There is a lot of manoeuvring and posturing that’s going on right now, but I don’t think anyone wants to burn any bridges. They want to make sure the bridges are still there, even if there are some blockades now.

“(That said) I don’t see those obstacles being removed right now.”

For now, of course, it does look as though things will get worse before they get better.

In July, the US shifted position on the South China Sea, proclaiming that it held as illegal all of China’s claims outside its territorial waters. This has emboldened some, Vietnam and the Philippines particularly, to be more assertive with China over the South China Sea dispute.

Still, some in Asean suspect a certain fakery in all this, a sense that a lot of the noise coming from the US is mere posturing. There are few illusions about China either.

Indeed, the lull in assertive Chinese behaviour in the South China Sea witnessed in the lead-up to the Asean ministerial meet and forums is generally seen as nothing more than temporary easing of pressure to get a “good meeting”.

Malaysian Foreign Minister Hishammuddin Hussein spoke for many when he said the South China Sea issue “must be managed and resolved in a rational manner” and Asean has to “look at all avenues, all approaches, to ensure our region is not complicated further by other powers”.

Indeed, some even think Trump is capable of doing a deal with Beijing the week after election day, should he win.

Already, the latest iteration of the TikTok deal is being called by some analysts as a watered-down version of what Trump originally sought to demand, something that had been on the table months ago, although it is not quite clear if China could live with it.

Likewise, it is not lost that China has held back on announcing its own blacklist of US firms – “unreliable entity list” as it is called, although its intentions were announced more than a year ago.

Beijing is said to be staying its hand to both not exacerbate tensions, as well as to wait for the US election results. While the document explaining the unreliable entity list is 1,500 characters long, the attached clarifications are double in length – suggesting much of this is shadow play.

If a deal needs to be made, the Pompeos and Pottingers can always be switched out and more moderate voices brought in; Trump does not shrink from letting people go. Indeed, given that he is said to harbour ambitions about a 2024 presidential run, it might even help Pompeo’s political career to be made a casualty of a rapprochement with China, so he can distance himself from the deal.

Still, it hardly needs to be said that Trump is capable of busting every code in the book, spoken or unspoken. With the election looming and his own standing in pre-election surveys not looking too promising, he let fly this week at the United Nations, returning to his “China virus” theme, boasting about three US-developed vaccines in Phase III trials, and the unprecedented rearmament of America under his watch. America’s weapons, he declared, “are at an advanced level, like we’ve never had before, like, frankly, we’ve never even thought of having before”.

Judging from Chinese media, Beijing read it for what it was; while made to a global audience, the speech was targeted at the domestic voting public. Nevertheless, it did not go without a response.



An editorial comment in the Global Times on Wednesday reminded Trump that the “hysterical attack on China violated the diplomatic etiquette a top leader is supposed to have”.

In short, never omit to leave that bit of margin for a future reconciliation.

Italy quarantines millions in virus lockdown around Venice, Milan

ROME: Millions of people were placed under forced quarantine in northern Italy early Sunday as the government approved drastic measures in an attempt to halt the spread of the deadly coronavirus that is sweeping the globe.

Prime Minister Giuseppe Conte said on Twitter he had signed off on plans to strictly limit movement into and out of a large area including Venice and the financial capital Milan for nearly a month.

“#Coronavirus, the new decree is finally approved,“ Conte wrote, confirming reports published by Italy’s Corriere Della Sera newspaper and other media.

With more than 230 fatalities, Italy has recorded the most deaths from the Covid-19 disease of any country outside China.

The total number of people infected with the virus worldwide has passed 100,000 while 3,500 have died across 95 nations and territories.

According to Corriere Della Sera, without a “serious” reason that cannot be postponed people will not be allowed to enter or leave the entire Lombardy region around Milan – home to 10 million – as well as areas around and including Venice and the cities of Parma and Rimini.

Museums, nightclubs, gyms and casinos will be closed in these areas, the newspaper reported, adding that the measures would be in place until April 3. — AFP

Chinese police wear AI helmets to check pedestrians’ body temperature


Shenzhen, which shares a border with Hong Kong, police have also begun to inspect drivers who come into the city with the help of the helmets. The innovative equipment — named Smart Helmet N901 — is developed by Shenzhen-based tech firm Kuang-Chi for curbing the epidemic. — Pix from Daily Mail

AMID the coronavirus crisis, police officers in China have started wearing AI-powered smart helmets which can automatically take pedestrians’ temperatures as they patrol the streets.

According to South China Morning Post (SCMP), the high-tech headgear has an infrared camera attached to it. It will scan the people within the radius of 5 metres which will light up and sound an alarm if anyone within the radius has a body temperature above 37.3°C.

The helmets are equipped with QR codes scanner and facial recognition features. It will display their personal information in a virtual screen inside when a police officer passes by a pedestrian. They are also furnished with Wi-Fi, Bluetooth and 5G connectivity.

SinChew Daily reported that with the help of this helmet, two police officers were able to scan a total of 100 people on the streets in less than two minutes.

What ails our Malaysian universities ?

 

Recent discourses about revamping our higher education system have included the following: critical thinking, empowerment, humanistic values, future proof graduates and improvising teaching methods.

Many Malaysians understand “critical thinking” as the ability to criticise something, and “future proof” as being immune from the future. This couldn’t be further from the truth.

Politicians, civil servants, parents and civil society activists have uttered these concepts too often. They lament that our education system has failed.

Our leaders say we are a society devoid of critical thinkers. They swear blindly that Malaysians are left behind due to our inability to improvise in this age of rapid technological innovations.

Prime Minister Dr Mahathir Mohamad has said that the developed world uses English to their advantage, but we have not.

Critics also claim that developed nations are more scientific and technologically minded, because they have the ability to think critically.

Innovation, improvisation and critical thinking have always been used in discourses of scientific, technological, technical and vocational education.

A “future proof” graduate with “humanistic values” would have acquired adequate and sustainable mental, spiritual and practical skills by now. Yet it seems the narrative we are familiar with does not tally with the reality, due to our misunderstanding of the fundamentals.

Malaysians can be globally competitive and widely respected if we decide to be consistent in the fundamentals. These fundamentals have not been mentioned as openly, but they are crucial to whether we surge ahead or fall further behind.

First, higher education should not be part of a political football game. Render quality education accessible to all. Do not confine it to a race-based quota system, with respect to student intake or hiring of lecturers and top university administrators.

Second, hire and retain academic staff in universities, based on their intellectual merit. Deans and senior university administrators must be constantly aware of any lecturer who publishes inane works, even though such nonsense may be in the form of 30 journal articles per annum.

For instance, how can research about whether the supernatural can be scientifically proven or not, be beneficial to solving our post-GE14 socio-political and religious problems?

The deans and deputy vice-chancellors must be tuned into the quality of their academic staff. They must have a basic knowledge of their contribution in their respective fields.

A dean in a social science faculty, for instance, must make it a point to have a general knowledge of all the social science fields under their charge. If not, he or she should not be a dean.

Third, heads of departments should have a collegial relationship with their fellow lecturers. There is no room for hierarchy, pulling rank or bullying.

Lecturers within a department must work as a team, within an atmosphere of mutual deference and respect. The head must provide motivation and encouragement, rather than react with jealousy and insecurity.

Academics must be encouraged to speak, deliver public lectures, engage in national and international debates, and be commended for it. Unfortunately, there is an unhealthy and counterproductive culture of egoism, selfishness, jealousy and arrogance in the corridors of our public universities.

Most, if not all, academics in a university have a doctorate. So why should there be a sense of insecurity or superiority?

Fourth, university lecturers must take pride in their teaching and writing. Whether they do so in English, Malay, Mandarin or Tamil is irrelevant.

While one must be practical, what is more important is the positive attitude these academics possess when they engage in honest research.

What they choose as a research agenda and how relevant it is in the Malaysian context should be the decisive factors in academic teaching, writing and research.

Fifth, a lot more effort must go into how syllabuses are devised for various courses. Individual lecturers must take pride in the uniqueness and relevance of their syllabus.

It is my experience that such an important exercise of creating one’s syllabus is actually considered the least important of activities leading up to every semester.

Sixth, publications and research projects must be based on quality, not quantity. In the social sciences, for example, it is ineffectual to expect a new research topic to emerge every year or two, for the sake of satisfying annual KPI requirements of the research universities.

Due to our obsession with chasing KPIs and benchmarking global ranking systems, lecturers have resorted to mass production of publications and research projects. The majority are useless, and reports merely collect dust on dingy shelves.

It seems our university leadership is unaware that academic publishing has become a lucrative global business, with annual revenues exceeding billions of dollars.

This business is closely associated with the world university ranking system. Unsuspecting academics in countries like Malaysia race to publish in journals produced by these publishers, without realising that they are held at economic ransom, regardless of quality or research relevance to individual countries or regions.

It is time that Malaysian universities decide for themselves what research and publications are relevant for our own society, based on the current problems and national unity complications we face.

The high rate of unemployed university graduates is proof that there is a disconnect between what they learn in the universities and what employers want. This is due to a skewed view of the objectives of our higher education, and the quality of our educators.

We also have to be more obsessed with merit and substance, rather than what is politically expedient. For example, the appointment of a non-Malay vice chancellor of any public university in Malaysia should no longer be questioned or considered a sensitive issue.

There should be no hesitation, provided one is qualified academically, and has the right attitude towards teaching, research and intellectual development for national progress.

There is one area of higher education that has never been discussed, even though we constantly address the lack of critical thinkers and intellectuals in Malaysia.

The “Socratic Method” is a method of educational instruction that should be employed in university classrooms, in all fields. It is a method of hypothesis elimination, in that better suppositions are found during a debate or discussion.

The process of discussion involves asking a series of questions formulated as tests of logic. Instead of answering questions directly, questions are answered in the form of another question, which prompts the person or group to discover their beliefs about a topic, on their own. In this situation, the active participation of the lecturer is paramount.

Therefore, the Socratic Method encourages constant dialogue in the classroom, and sharpens the mind in logic, reason and arguments. In the process, students develop self confidence and a desire to read widely so they can engage more in classroom discussion. A silent student would feel embarrassed in a class full of chatty, logical peers.

While it is good to incorporate audio-visual techniques and other forms of innovative technology into teaching, university lecturers should not neglect the power of dialogue.

The Socratic Method would generate a cohort of graduates who will perform well in a job interview, show confidence and display a wide range of knowledge in the field. It also keeps lecturers on their toes and forces them to be updated in their respective fields. This is genuine educational empowerment, not mere rhetoric, based on fancy global terminology.

China's largest carrier rocket Long March-5 makes new flight; BDS-3 satellite system (GPS) to complete before June 2020, Space Station operational in 2022

The Long March 5 is an essential booster for China's space ambitions. The heavy-lift booster will be the one to launch China's space station modules as well as a  Mars lander in 2020 and the Chang'e 5 moon sample-return mission.

China is also expected to use a version of the Long March 5, called the Long March 5B, to launch  a new crewed spacecraf — the successor to its current Shenzhou crew capsule.

The rocket stands 184 feet (56 meters) tall and weighs nearly 2 million lbs. (867,000 kilograms) at liftoff. It is capable of carrying payloads of up to 55,000 lbs. (25,000 kilograms) into low Earth orbit. It can haul up 31,000 lbs. (14,000 kg) to a higher geostationary transfer orbit.

China launched the third Long March-5, the largest carrier rocket of the country, from Wenchang Space Launch Center in south China's Hainan Province on Friday evening.

The rocket, coded as Long March-5 Y3, blasted off from the coastal launch center at 8:45 p.m. (Beijing time), carrying the Shijian-20 technological experiment satellite weighing over eight tonnes, the heaviest and most advanced communications satellite of the country.

About 2,220 seconds later, the satellite was sent into its planned orbit.

Wu Yanhua, deputy director of the China National Space Administration (CNSA), declared the launch a success.

The success of the flight lays the foundation for a series of future space projects for the country including exploring Mars, returning moon samples and constructing its own space station, Wu said.

The Shijian-20 satellite will be used to test the key technologies of the DFH-5 platform, China's new-generation large satellite platform, and offer communication and broadcasting service, Wu said.

The Long March-5 is a large, two-stage rocket, capable of carrying a payload of 25 tonnes, equivalent to the weight of 16 cars, to low Earth orbit, 14 tonnes to geostationary transfer orbit, eight tonnes to Earth-Moon transfer orbit, or five tonnes to Earth-Mars transfer orbit, over twice the capacity of the current main Long March series rockets. Combined with an upper stage, the rocket is capable of sending probes to explore Jupiter and other planets in the solar system, according to the China Aerospace Science and Technology Corporation (CASC).

The Long March-5 made its maiden flight on Nov. 3, 2016 from Wenchang. However, the second large rocket, Long March-5 Y2, suffered a failure, as a malfunction happened less than six minutes after its liftoff on July 2, 2017.

The research team has found that the failure was caused by a problem in the engine of the first core stage of the rocket. "We have made improvements to the design, materials and technologies of the engine," said Li Dong, chief designer of the Long March-5 rocket from the China Academy of Launch Vehicle Technology (CALT) under the CASC.

Compared with the Long March-5 Y2, the new rocket has more than 200 technological improvements, said Yang Hujun, deputy chief designer of the rocket.

The modified engine has undergone more than 10 ground tests lasting over 3,000 seconds in total.

"Over the past two years, the research team has solved the problem of the engine and improved the reliability of the rocket," said Wang Jue, chief commander of the research team.

The carrying capacity of the Long March-5 rocket equals that of other mainstream large-scale rockets in the global industry, greatly improving China's ability to launch spacecraft and laying the foundation for developing new-generation carrier rockets and heavy-lift launch vehicles, said Wang Xiaojun, head of the CALT.

The rocket is about 57 meters long, equivalent to the height of a 20-story building, with a 5-meter diameter core stage and four 3.35-meter diameter boosters. The Long March-5 is much larger than China's previous carrier rockets. It has a takeoff weight of about 870 tonnes and a thrust of over 1,000 tonnes.

The four boosters, developed by the Shanghai Academy of Spaceflight Technology under the CASC, shoulder over 90 percent of the takeoff thrust.

The rocket uses environmentally friendly fuel, including kerosene, liquid hydrogen and liquid oxygen, rather than highly toxic propellants.

It is equipped with eight liquid oxygen/kerosene rocket engines in four strap-on boosters, two liquid hydrogen/liquid oxygen engines in the first stage and two relatively small liquid hydrogen/liquid oxygen engines in the second stage.

The weight of the rocket itself only accounts for about 10 percent of the liftoff weight, and the other 90 percent is the weight of the propellants.

The research team has made efforts to decrease the weight of the rocket in its design. For instance, the thickness of the rocket shell in some parts is only a few millimeters, according to Li Linsheng, a structural strength analysis designer of the rocket.

The temperature of liquid hydrogen is minus 253 degrees centigrade, and the temperature of liquid oxygen is minus 173 degrees centigrade. The maximum temperature of the fuel during combustion in the rocket engine is more than 3,300 degrees centigrade.

China built the Wenchang Space Launch Center, the country's fourth space launch center, for the Long March-5 and other new-generation carrier rockets. The center is located on the coast of the tropical island province of Hainan, which avoids possible damage caused by the falling rocket remnants.

In the center is the country's largest and most advanced launch pad that is 70 meters tall, equivalent to the height of a 24-story building, and covers an area of 600 square meters, the same size as half a basketball court.

China recently launched another part of the Beidou Satellite System and we wanted to take a look at some of the ways China will use this system. We look at some of the important aspects of this project and how it will benefit Chinese people and everyone around the globe.

China will finish the construction of the BeiDou-3 Navigation Satellite System (BDS-3), with another two geostationary orbit satellites to be launched before June 2020, said BDS Spokesperson Ran Chengqi on Friday.

Friday marks the one-year anniversary of China's BDS-3 system providing global service.

Ran said at a press conference of the State Council Information Office that with the BDS as the core, a more ubiquitous, integrated and intelligent navigation and timing system with comprehensive national positioning is scheduled to be established by 2035.

China sent 10 BDS satellites into space in 2019. The deployment of the core BDS-3 constellation system has been completed with all of the BDS-3 system's medium earth orbit satellites being networked.

With the system's upgraded intelligent operation and maintenance capabilities, the BDS-3 has provided stable and accurate services, boasting a positioning accuracy of better than five meters.

The BDS system has multiple service capabilities, including satellite-based augmentation, short message communication, ground augmentation as well as international search and rescue. It will provide more diversified services with better performance and higher accuracy in 2020, Ran said.

A series of documents on the BDS system were also released to promote the understanding of the system and facilitate its use. The documents were published on the official website of the Beidou Navigation Satellite System.

The BDS system has seen thriving applications in many areas and has fostered an industrial ecosystem, Ran said.

The 22nm process navigation and positioning chip supporting BDS-3's new signal has a smaller volume, lower power consumption and higher accuracy, and has realized large-scale application.

The new generation of BDS system-related products including high-precision antennas, boards, and broadband radio frequency chips has been developed.

The BDS system has also seen increasing applications in emerging fields such as the industrial Internet and Internet of Things, as well as autonomous driving, parking and logistics.

With the arrival of the 5G commercial era, BDS is accelerating the integration with new technologies such as the next generation of mobile communication, blockchain and artificial intelligence, Ran said.

The BDS system is playing an important role in many industries including transportation, agriculture, forestry and energy. It supports China's dynamic monitoring system for more than 6.5 million vehicles. It will further facilitate railway transportation, inland river shipping, ocean navigation and the management of transportation infrastructure construction, Ran said.

Ran said China is continuously promoting the development of a legal system for satellite navigation.

China's applications for satellite navigation patents have increased rapidly, and the number has reached 70,000, ranking the first in the world.

More BDS-related national standards and special standards will be released to ensure a sound environment for its industrial application, Ran added. - Xinhua

China has announced the imminent launch of a mission that will start the process of building a space station by 2022. Making the announcement on February 4, 2019, Chinese space programme officials said astronauts are currently being recruited and trained, with drills and joint tests scheduled for the latter half of 2019. The space station will consist of three modules – a core cabin and two lab modules – and will be able to accommodate three astronauts working simultaneously. China is a relative latecomer to such space programmes since it was not a partner in the International Space Station (ISS), the habitable artificial satellite which was launched into orbit in 1998 and supporting its first long-term residents by November 2000. China has been opening up to international cooperation, however, agreeing with the United Nations Office for Outer Space Affairs to develop opportunities for scientists from around the world to carry out research on board the Chinese space station after it is operational in 2022.

LIKE it or not, the Fourth Industrial Revolution (IR4.0) is upon us.

Sure, Tun Dr Mahathir Mohamad has shown political resolve in pointing Malaysians towards a new course in reaching higher levels of industrialisation. Lest we forget, IR4.0 simply embodies digitalisation. It’s powerful – where speed, sophistication and the profound impact of digital technologies are integrated into orthodox industries on a massive scale.

Frankly, I worry that – until now, as the process of digitalisation in Malaysia lags behind what’s happening around us – the lack of preparedness and of real resolve to act with clear plans and programmes will (unlike China) leave us further and further behind as domestic politics continue to overwhelm. Previous technological shifts followed the onset of the steam engine in the first industrial revolution; then came electricity, the internal combustion engine, the telephone and the light bulb which is the second; followed by the third which moved from analogue to digital (web 2.0) as reflected by the personal computer, networking, the Internet and data/IT.

Digitalisation

In the digital age, economic activity results from billions of online connections. They involve not just people and organisations, but also data, devices, systems and processes. Its backbone is hyper-connectivity. It’s where the effects of technologies and platforms (such as Internet, artificial intelligence (AI) robotics, 5G, computational biology, the Internet-of-Things or IoT, data analytics and computational analysis) give rise to whole new industries, creating significant massive shifts in productivity and jobs.

Outside Malaysia, the digital economy is taking shape and undermining conventional notions about how businesses and organisations are structured; how they interact; and how consumers get their information, goods and services. For example, mall car parking in China is done digitally – after scanning the car’s number plate, the car is directed to an empty lot; and when it leaves, the system automatically deducts the fee from the e-wallet. Simply, components in the digital economy are transformed or empowered by digitalisation: the fundamental process where data is generated, collected, analysed and eventually serves as the single most valuable asset. And so, data becomes the most valuable currency.

Today, China, Germany, the United Kingdom, South Korea and Japan lead the world in digitalisation – way ahead of the United States. China’s digital economy accounts for about one-third of its GDP: arising from two components (i) the orthodox ICT industry; and (ii) the digital empowerment of conventional industries (like agriculture, pharmaceutical, transportation, services, etc). This part contributes 75% of what’s digital.

Today, digital technologies have created a new virtual and autonomous economy (VAE) beyond mere production. Here, businesses & their processes make use of intelligent functions to boost economic activities – slowly but surely, they begin to render human activities increasingly obsolete.

The VAE is all about distribution – who gets what from production. This changes everything: from politics to free market beliefs to social structures. It all started in the ‘70s and ‘80s when ICs (tiny “integrated circuit” microchips) brought real computational assistance to the economy – arrival of the personal computer.

Then, the 1900s and 2000s brought in the connection of digital processes through the Internet; web services emerged, and the cloud enlarged computing resources. Everything started to talk to each other. Globalisation arrived. Since then (the 2010s), the onset of wireless networks through the use of a range of sensors brought into focus, data – using tons of data to enable machines to “see” via intelligent algorithms.

So, came computer vision (ability of machines to recognise), natural-language processing (ability of computers to “talk”), digital language translation, face and voice recognition, inductive inference and digital assistance. The use of masses of data to form “associations” began to give “life” to computers (beginning to act like humans), making them “intelligent.”

The new intelligent building blocks – using information, enable digitalisation to re-architect the way businesses do things. As a result, entirely new industries (never even thought of) will spring up.

Lost jobs

In 1930, Lord John Maynard Keynes predicted that by 2030, the use of robots will lead to “technological unemployment”. This is now a reality – 10 years ahead! Jobs get increasingly scarce.

The orthodox economy will have by now produced enough for all. In the new VAE, physical production matters less; access to what’s being produced becomes key – distribution, i.e. who gets what! The new distributive era brings new economic and social realities: (i) belief in free markets (which prize efficiency over distribution) will be under pressure, since losers are rarely fully compensated in practice; (ii) the way to measure growth will also change (since GDP and productivity are now measured in terms of physical production) so that virtual advances in value-added will be properly accounted; (iii) workers feel disenfranchised as digitalisation replaces many of them – creating a quiet anger about immigration, inequality and elitists.

5G

US dominated 4G mainly because regulators got out of the way of private risk-takers. This led to the coming of mobile wireless Internet. Europe and Asia are still smarting over the United States having beaten them to the 4G finish line. By 2016,4G added almost US$100bil annually to American economic output and created numerous wireless-related jobs. It also powered the rise of the “app economy” because tools like Uber, Airbnb, Netflix and Waze require superfast mobile speeds to work.

Most apps weren’t even envisioned a decade ago; now nearly three-quarters of the companies in the global app economy are American. Other countries know they will reap massive economic returns if they knock the US off its perch as the 5G economy unfolds. Indeed, Europe and Asia are poised to surge past the US when it comes to mobile Internet innovation.

The next generation mobile broadband or 5G will allow entrepreneurs to create new technologies and products that we don’t even yet know we need. Ten years ago, most consumers didn’t have a smart phone; now most can’t live without them.

All of this happened thanks to 4G. With 5G, mobile speeds could be 100 times faster. This could enable driverless cars to avoid accidents, transform medicine through implanted medical devices, and produce smarter cities and energy grids through the emerging IoT.

Countries that build their 5G networks first will be in a better position to experiment with and deploy tomorrow’s technologies. Their first-to-market advantage could displace Silicon Valley and other US tech cradles. Already the United States is very much behind compared with Europe, South Korea, Japan and China. Since 2015, China has built about 350,000 cell sites, against fewer than 30,000 in the United States. That’s a huge competitive disparity because 5G requires far more cell sites grouped closer together than 4G.

The robot is part of a broader trend in China, where techcos are teaming up with a variety of industries – agriculture, auto-mobile, healthcare – to explore the possibilities of combining 5G and AI to revolutionise traditional sectors.

From conducting the world’s first 5G-enabled surgery on a human and transmitting 8K ultra-high-definition TV content through 5G networks, to piloting self-driving buses and cars, China is pioneering cutting-edge technologies for commercial use. The high-tech push is expected to accelerate now that China just kicked off the 5G era at speeds at least 10 times faster than 4G. So it is possible to gather high-quality data quickly, which is necessary to ensure AI is effective. AI applications have existed before the commercial use of 5G. But it is the superfast speed, gigantic computing capacity and massive device connectivity of 5G that will spawn the use of AI in most sectors and on a far larger scale. 5G’s responsive speed can empower mission-critical applications that are impossible with 4G networks.

When a needle pinches your finger, it takes one-hundredth of a second to feel the pain. And theoretical latency of 5G is one-tenth of that. Only with such speed can remote surgeries and autonomous driving see wider applications. In March 2019, a patient with Parkinson’s disease underwent China’s (and possibly the world’s) first 5G-based remote surgery. Digital technologies such as AI, next-generation network security, robotics, blockchain, IoT, 3D printing and virtual reality all depend on data. 5G addresses this need for data collection with its quick, smooth transmission.

The most important use of AI is to allow machines to automatically make decisions. The best application is self-driving vehicles where 5G will allow decisions to be made more reliably. When a car runs into emergencies (like a pedestrian suddenly jaywalking), a delay in seconds of data transmission among sensors equipped within the car will likely cause a potentially grievous, even fatal, accident. 5G can prevent such things from happening.

6G

While 5G is set to have a revolutionary influence on society and industries, 6G will bring more dramatic changes with super high speeds and ultralow latency. Theoretically, downloads over 6G can reach the astonishing speed of 1 Tbit per second, one thousand times faster than 5G’s capability of 1Gbit. In the 6G era, in less than a second, a new movie can be transmitted from the Internet to computers or smartphones. But 6G will go way beyond entertainment. For many researchers, 6G is capable of addressing some of the shortfalls of 5G and enabling streamlined connections with super performance in speeds and latency – for instance, the IoT and augmented reality.

Beijing started preliminary work on 6G research at the end of 2017. China’s 6G concept research and development work will start in 2020, with an expected commercial release in 2030. In Europe, 6G moves will mainly come from Finland. As I see it, Europe and China will need to join hands to work on 6G: because (a) cooperation is of strategic importance for both. 6G will greatly improve applications under 5G. With larger bandwidth, much lower latency and wider connections, it can revolutionise the structure of wired and wireless networks.

New 6G technical solutions can include satellite communication technology. This means a large number of places that are not covered by communication signals (for instance, deep oceans where base stations cannot be built) will have the possibility of transmitting and receiving signals in the future; (b) such cooperation will help Europe cope with the risks of lagging behind; and (c) it would be a natural extension of their proven 5G cooperation.

What then are we to do

The 5G technology promises to be the backbone of tomorrow’s Internet, transforming virtually every industry, including weaponry and manufacturing, by offering seamless wireless connections up to 100 times faster than current 4G networks. Its speed and capacity enable innovations, such as driverless cars, robot-run factories and Internet-connected pacemakers. It is said often enough that we tend to overstate the impact of technology in the short run and understate it in the long run.

One of the widely misquoted statistics concerns an imminent job apocalypse: automation will slash 47% of US jobs by mid-2030. In truth, the real finding of the two Oxford dons simply concluded that occupations accounting for 47% of current American jobs (including those in office administration, sales and various service industries) fall into the “high risk” category.

No attempt was made to estimate how many jobs will actually be lost. Much depends on cost, regulatory concerns, political pressure and social resistance. Historically, new technologies have always ended up creating more jobs than they destroyed. In the long run, all should work out fine. The short term is likely to be bumpy.

Simply because new technologies take time to raise productivity and produce wage gains. But, one thing is certain, automation is likely to boost inequality in the short run. So, policymakers need to really manage the transition: making greater use of insurance to compensate workers who have to move to jobs with lower salary; reforming education systems and support retraining and lifelong learning; extending income tax credit to improve incentives to work and reduce inequality; removing regulations that hinder job-switching; providing “mobility vouchers” to subsidise relocation as the distribution of jobs changes; and changing zoning rules to allow more people to live in the cities where jobs are being created. Sure, all these make sense. But will policymakers pay attention? To be frank, governments are incredibly unprepared for what’s to come.

The bottom line? Power brings with it great responsibility. Those in the technology and AI space have a moral imperative to ensure the ethics of data and technology – especially to help policymakers navigate complex ethical issues involved in using AI and robotics.

Most data relate to people – hence, the need to understand human behaviour. Technologies provoke a whole raft of new ethical issues involving transparency and accountability of business processes and decision making. Then, there are issues of privacy and rights connected with personal data. Not to forget that machine-learning algorithms often introduce bias.

Resolving them requires an approach grounded in ethics and an understanding of the causes of bias – traditionally the province of philosophy and sociology. In the end, the challenge lies in formulating transparent rules and ethical standards that can be agreed by the large scientific and technology community. That’s always tough!
