KUALA LUMPUR: Malaysia is still far from reaching the status of a developed country with a unified citizen that is ready to face the industrial challenges of the future, said Council of Eminent Persons chairman Tun Daim Zainuddin.

Daim said Malaysia is still playing catch up with the fourth industrial revolution when other countries are already gearing for the supposed fifth industrial revolution.

“Let us not be under any illusions. We are still far from being out of the woods. We are far from being ready for the changes happening around us.

“We are far from being a united people. We are far from being able to compete at the global level. We are far from being able to embrace differences and changes.

“And underpinning all of this unpreparedness is education,” he said at the launch of the International Conference on Emerging Issues in Public Policy at Universiti Malaya’s Institute of Public Policy and Management.

The former finance minister pointed out that education is the key to preparing the youth for the future. However, he said the education ministry has failed to prioritise the right issues to tackle, which has hindered the progress of reforms within the national education policy.

“We are still arguing over whether we should teach Maths and Science in English, when the rest of the world has embarked on advanced curriculums that focus on Industrial Revolution 4.0 (IR4) so as to make their youth more competitive and relevant in a world that is going to be dominated by artificial intelligence and robotics,” he said.

“To participate in IR4, we must go through a knowledge-based economy and here Malaysia has failed because the government, through the ministry of education, has not got its priorities right. The education ministry must not fail our nation.

“While we are still mired in the political rhetoric of languages, others around us have moved beyond English or Mandarin or Bahasa Malaysia into the language of programming and coding. When will we realise just how far behind we are and lacking?” Daim added.

In facing the rise of technology in industrialisation, Daim said the government should implement policies that create an environment where people are allowed to maximise their potential and pursue creative pursuits that are complemented by technology, not replaced by it.

The reality is, he said, technology will have the most impact on future employment as robots replace humans in menial tasks. But where one window closes, another opens, he added.

“Fields such as Artificial Intelligence, Big Data, Robotics, Supply Chain Logistics, and Smart Manufacturing need skilled workers and indeed, the World Economic Forum has estimated that 133 million jobs will emerge as technology advances,” he said.

At the same time, Daim stressed that education is not just for skills development, but it is also for the soul. He said the values, that are instilled in the youth at home and at the school level, will greatly impact on the type of adults they evolve into.

“We must empower them with the ability to think critically, logically, wisely and to make their own informed decisions, no matter the situation. We must raise a new generation of leaders and great thinkers, not of sheep and cowards,” he said.

Malaysian policy changes and new initiatives soon

PUTRAJAYA: Signalling a major policy change over defence and administrative issues, the Prime Minister has outlined several initiatives that the Government will undertake from now on.

For starters, Tun Dr Mahathir Mohamad does not want warships on either the Straits of Malacca or the South China Sea.

In doing so, Dr Mahathir has sent a strong message to superpo­wers, such as the United States and China, that Malaysia wish to remain neutral over their desire to control the region.

To ensure better spending of public funds, he has enlisted the help of former auditor-general Tan Sri Ambrin Buang to head a high-level committee to look into the procurement of government supplies, starting with the Defence Ministry.

In a move to improve the running of the public sector, Dr Mahathir said top civil servants would have to sit for an English competency test, signalling a major initiative in pushing for the language to be part of the civil administration.

“We consider English a very important language and it must be mastered by all high-ranking civil servants. These top officers must have a strong command of English because they always have to deal with foreigners,” Dr Mahathir said at a press conference after chairing the weekly Cabinet meeting yesterday.

Instantly, former civil servants lauded the move, as many felt that government officers today were less proficient in English and as such, could not work as well as the seniors before them.

Tan Sri Dr Rebecca Fatima Sta Maria, for instance, said that it was important for civil servants at all levels to master the English language.

“It’s a good idea and it’s about time that this was introduced. Thailand and Vietnam are catching up very fast and we don’t want to be left behind,” said Dr Rebecca.

The former International Trade and Industry Ministry secretary-general said Miti staff in particular had to undergo English language training as the ministry was involved in a lot of international work, drafting agreements and statements that required a high level of proficiency in the language.

Former Malaysia’s Permanent Representative to United Nations Tan Sri Hasmy Agam concurred.

“It’s a fantastic idea. In this globalised age, we have to be proficient in English at all levels.

“If you are a civil servant and you are not proficient in English, you can’t participate much at the international level,” he said.

Hasmy said apart from top civil servants, proficiency in English should also be emphasised in schools and universities as well.

“If Malaysia is aspiring to join the ranks of developed countries, we have to start now.

“A Malaysian would be more patriotic if he or she can communicate in international languages, in this case English, when representing the country’s interests abroad.

“Negotiations in diplomacy, trade, labour – you have to negotiate in English,” he added.

Both Dr Rebecca and Hasmy said that the younger generation of civil servants were less proficient in English due to different mediums used in schools.

“We have to do it (English language training) for the younger ones coming into the service because they went through a Malay-medium education,” said Dr Rebecca.

Malaysian citizens' declaration to oust Prime Minister


The signing of the Citizens' Declaration on Friday was hailed as a landmark re-alignment of forces in the country as it brought together the establishment loyal to former premier Dr Mahathir Mohamad, the opposition and civil society.

Much of the spotlight have been on the top activists, opposition leaders and members of the ruling coalition who signed declaration, which among others called for the ouster of scandal-plagued Prime Minister Najib Abdul Razak and institutional reforms.

But little attention has been given to how the 37-paragraph document (see below) came about as it reflected the behind the scenes debates and negotiations in the run-up to the high-profile announcement.

Citizens' declaration spells out demands for removal of Najib


Former prime minister Dr Mahathir Mohamad, ex-deputy prime minister Muhyiddin Yassin, opposition and NGO figures have inked a declaration for the removal of Prime Minister Najib Abdul Razak and to institute reforms.

Below is the list of demands contained in what is described as the Citizens’ Declaration:

1. We, the undersigned citizens of Malaysia, append below our concerns over the deteriorating political, economic and social conditions in the country.

2. We wish to draw the attention of the people of Malaysia to the damage done to the country under the premiership of Najib Abdul Razak.

3. Under his administration, the country has ascended to become one of the 10 most corrupt countries in the world according to Ernst and Young in their Asia Pacific Fraud Survey Report Series 2013. The 2015 Corruption Perception Index showed Malaysia has dropped four places from 50 to 54.

4. This is because he believes that money can ensure his position as prime minister of Malaysia. He believes that "Cash is King".

5. Allocations to all ministries and public institutions including universities have been reduced because of shortages of funds. Even when allocations are budgeted for, no money was available.

6. In 2009, he decided to set up a sovereign wealth fund to earn income for the government.

7. He created the 1MDB which became indebted with RM42 billion of loans which it is unable to repay. It is no longer a sovereign wealth fund. It is a sovereign debt fund.

8. 1MDB borrowed approximately RM20 billion to acquire three power plant companies for an over-priced (sum of) RM12.1 billion. Despite being awarded new power plant contracts and extensions to the expiring power-producing concessions, the 1MDB power companies were sold for RM9.83 billion, or a loss of RM2.72 billion.

9. 1MDB invested or lent a total of US$1.83 billion to Petrosaudi International (PSI) Limited between 2009 and 2011 under the pretext of bogus projects or non-existent assets. Bank Negara Malaysia had demanded 1MDB return the above money to Malaysia as its approval was given based on misinformation submitted by 1MDB. Of this sum, a total of US$1.4 billion was directly and indirectly siphoned off to Good Star Limited and other companies controlled by Low Taek Jho.

10. To hide the missing funds, 1MDB "disposed" of its investments and loans to PSI for US$2.318 billion, claiming to have made a profit of US$488 million. However, no money was returned to Malaysia. Instead, 1MDB claimed it invested the funds in Cayman Islands that was subsequently found to be an unlicensed investment manager. KPMG was sacked as 1MDB's auditors for refusing to confirm the value of the investment in the mysterious Cayman fund.

11. 1MDB claimed that the Cayman Islands investment has been fully redeemed. (A sum of) US$1.22 billion was reportedly redeemed on Nov 5 2014 but was substantially utilised on the very same day to compensate Aabar Investments PJS for the termination of options granted to Aabar to acquire 49 of 1MDB's power companies. This is a lie because the parent of Aabar, International Petroleum Investment Corporation (IPIC), did not mention receipt of any such payments in its audited accounts published on the London Stock Exchange. Instead, the accounts stated that 1MDB owes IPIC the sum of US$481 million for the termination.

12. 1MDB also took another loan of US$975 million from a Duetsche Bank-led consortium in September 2014, for the very same purpose of compensating Aabar for the terminated options. The Wall Street Journal has exposed the fact that this money may have been paid to a different British Virgin Islands entity with a similar name, "Aabar Investment PJS Limited", whose beneficial owner is completely unrelated to IPIC. The simple scam has fooled even the 1MDB auditors, Deloitte Malaysia, into believing that the payments were indeed received by IPIC's Aabar.

13. 1MDB announced that it made a second and final RM1.1 billion redemption of the Cayman Islands investment in January 2015. Initially the PM told Parliament that the sum was held in cash in BSI Bank, Singapore. However, two months later in May 2015, he informed Parliament that it was not in cash but "assets". Subsequently, it was explained that these assets were "units" which meant that they were never redeemed in the first place. This proved that 1MDB and the PM have been consistently lying to the Malaysian public. It also means that the money invested in Petrosaudi, which was reinvested in Cayman Islands, is still missing and unaccounted for.

14. A former Umno vice-head of the Batu Kawan division made a police report on the loss of large sums of money by 1MDB. No investigations were carried out by the police. Instead, he was interrogated by police, detained and charged under anti-terror law (Sosma) for sabotage of the Malaysian economy. His lawyer was also arrested and charged under the same law. This has the effect of frightening people from making police reports on the 1MDB.

15. The Wall Street Journal reported that Najib had US$681 million in his private account at Ambank.

16. Najib denied this at first but later admitted he had the huge amount of money in his account. He claimed that it was a gift from an Arab; then that it was a donation to help him win GE13 in Malaysia; then that it was given because of his dedication to the fight against Islamic terrorists. He then claimed to have received the money from a Saudi prince, then from the King of Saudi Arabia who had passed away.

17. Later a Saudi minister stated there was no record of such a gift by the Saudis. He suggested it was probably a Saudi investment. The amount was small.

18. Najib expressed his intention to sue the Wall Street Journal. But he did not. Instead, he asked his lawyers to ask the Wall Street Journal why it published the report.

19. To this day the WSJ continues to report more and more details about the US$681 million he has in his private account. He has not sued WSJ, which he can do in the country the WSJ is published.

20. Concerned over the huge sum of money in Najib's private account, a task force was set up in Malaysia to investigate the origin of the money. Four government institutions became members of the task force. They are the police, the attorney-general, Bank Negara and the Malaysian Anti-Corruption Commission.

21. Before the task force was able to finish its work, the attorney-general was removed by Najib claiming that he was sick and could not continue to work. Basically Najib had misrepresented to the king to get the attorney-general to be replaced. The Public Accounts Committee was basically paralysed by Najib removing its chairman and members to prevent its investigations of the 1MDB. A new chairman, friendly to Najib, was appointed and he promptly declared that Najib had done nothing wrong.

22. He then appointed a new attorney-general. Shortly thereafter the new attorney-general dismissed a recommendation by Bank Negara for action to be taken, claiming that nothing in the report showed Najib had done any wrong.

23. Bank Negara appealed but this was brushed aside.

24. The new attorney-general also dismissed another report by the MACC. The contents of the report are not revealed and threats are made against revealing its contents.

25. The new attorney-general has, without valid explanations, dismissed the recommendations of the two institutions that possess the powers and expertise in their areas.

26. That dismissal prevented the matter from being determined by a court of law after all the evidence was evaluated. By doing that, the attorney-general has acted as prosecutor and judge. Due process and the rule of law has been denied.

27. The sacked deputy prime minister later revealed that the former attorney-general has shown him proof of Najib's wrongdoings relating to the scandals. At the same time, various foreign government agencies, namely from Switzerland, the United States, Hong Kong and Britain have initiated investigations on the 1MDB.

28. The press in Malaysia is heavily censored so that Malaysians have to rely on the foreign press. Yet when Malaysians discuss or write about the foreign press reports, the government (inspector-general of police) invited people to make police reports so that the police can carry out questioning and investigations against the person concerned.

29. This is in contrast to the failure of the police to investigate the police report formally made against Najib, Jho Low and the reports to the attorney-general by Bank Negara and MACC. The attorney-general even threatens to amend the law to provide for jail for life with 10 strokes of the rotan against anyone "leaking" government papers. This means that crimes committed in the administration can be hidden from the public.

30. The attorney-general claims that a part of the RM2.6 billion (about RM2.3 billion) has been returned to the donor or donors. Apart from this statement, no proof has been provided.

31. The people are suffering.

32. Najib's GST and increases in toll rates have increased the cost of living, forcing some businesses to close down and also causing foreign-owned industries to stop operations and relocate to other countries, creating unemployment.

33. Despite protests by the people, Najib joined the US-sponsored Trans Pacific Partnership (TPP) which erodes our freedom to make policies and laws suitable for our country.

34. Today Malaysia's image is badly tarnished. Apart from being classified as one of the 10 most corrupt countries, Malaysia is now regarded as undemocratic. There is denial of freedom of speech and freedom of the press and people live in fear of arrest and detentions. Security laws are enacted to allow the prime minister (and not the king) to declare security areas where anyone could be arrested and detained without trial and tried under procedures that violate normal and fair criminal justice standards.

35. On the other hand, where errors are made in applying these laws by government officers, or where there is a blatant abuse of that power, the people are unable to hold them accountable. Whistleblowers are harassed and punished instead of being protected. Other repressive laws are used to stifle free speech and the legitimate comment about wrongdoings. The fundamental rights enshrined under the federal constitution have become meaningless.

36. For all these reasons, we, the undersigned citizens of Malaysia agree and support:

a) The removal of Najib as PM of Malaysia through non-violent and legally permissible means.

b) The removal of all those who have acted in concert with him.

c) A repeal of all recent laws and agreements that violate the fundamental rights guaranteed by the federal constitution and undermine policy choices.

d) A restoration of the integrity of the institutions that have been undermined, such as the police, the MACC, Bank Negara and the PAC.

37. We call upon all Malaysians, irrespective of race, religion, political affiliation, creed or parties, young and old to join us in saving Malaysia from the government headed by Najib, to pave the way for much-needed democratic and institutional reforms, and to restore the important principle of the separation of powers among the executive, legislature and judiciary which will ensure the independence, credibility, professionalism and integrity of our national institutions. - Malaysiakini

China on road to depeen reforms



The Communist Party of China (CPC) has to acknowledge the market's decisive role in allocating resources as it is proven to be the most effective, said President Xi Jinping when explaining a key document about reforms.

China will deepen its economic reform to ensure that the market will play a "decisive" role in allocating resources, according to a decision on major issues concerning comprehensively deepening reforms, approved by the Third Plenary Session of the 18th CPC Central Committee on November 12.

Entrusted by the Political Bureau of CPC Central Committee, Xi, also general secretary of CPC Central Committee, explained the decision at the session. His explanation was published in full on Friday.

Xi considered the definition of the market's role a major theoretical achievement of the decision.

A proper relationship between the market and government remains the core of China's economic reform, Xi said.

To build such a relationship is to settle whether the market or government plays a decisive role, he said, adding that the market is proven to be the most effective.

Over the past some 20 years, China has established a socialist market economy but there are lots of problems, Xi admitted.

The market is not orderly and many seek profits through illegal means. The market for key production factors, such as labor, capital and land, are lagging behind, he said.

Market rules are not unified and there are prevailing departmental and regional protectionism, he warned, adding that a lack of full competition stops the inferior from being eliminated.

China has to follow the basic law of the market economy and work on the problems of an underdeveloped market system, excessive government intervention and weak supervision of the market, he said.

Accepting the market's decisive role will help the Party and society develop a correct idea about market-government relations, help the country transform the economic growth pattern, help the government change its functions and help curb corruption, he said.

However, Xi noted that to let the market decide does not mean to let it decide all.

"The socialist market economy needs both the market and government but they play different roles," he said.

The government will maintain a stable macro-economy, provide public services, safeguard fair competition, supervise the market, keep market order, promote sustainable development and step in when the market fails, he said.

The market had been defined as a "basic" role in allocating resources since the country decided to build a socialist market economy in 1992.

For a long period of time after 1949, the idea of market had been a taboo associated with capitalism.

Even after the reform and opening up in 1978, the country had

struggled to define the market and some dogmatists still questioned whether socialism could accommodate the market economy.

It was not until the 14th CPC National Congress held in 1992 that a socialist market economy became a consensus.

At the 15th CPC National Congress in 1997, the Party noted that the market, under state macroeconomic control, should be the basic means of allocating resources.

At the 16th CPC National Congress in 2002, the Party said it should leverage to a greater extent the basic role of the market in allocating resources.

At the 17th CPC National Congress in 2007, the Party decided that it should introduce institutions to give better play to the basic role of market forces in allocating resources.

At the 18th CPC National Congress in 2012, the Party said it should leverage to a greater extent and in a wider scope the basic role of the market in allocating resources.

THE business of China-watching intensified lately for the Third Plenary Session of the 18th Central Committee of the Communist Party of China.

This was a special occasion in also doubling as the first anniversary of President Xi Jinping’s leadership of the party and of China’s Central Military Commission.

It is a measure of China’s rising global status that such domestic occasions should attract serious worldwide attention. The same does not apply for other countries.

Some analysts believe that the world’s second-biggest economy will, by the end of Xi’s term in a decade, become the world’s biggest – and continue to outpace the US and other economies thereafter.

Since economics remains the prime determinant of a nation’s various attributes, China’s economic achievements are closely watched because they indicate its prowess in other spheres as well.

For this particular occasion, there is another reason for Beijing as the world’s centre of attention – Third Plenums are traditionally the stamping ground for new priorities and directions. That it coincides with a new leadership makes for a packed global gallery.

Speculation about Xi’s leadership peaked in the lead-up to this occasion. Opinion was divided over whether China would lean towards reform and further opening up, or veer towards Maoist conservatism.

Xi’s personal style was no help to the betting classes. In keeping his cards close to his chest, he was not one to telegraph his intentions and preferences ahead of time.

Then there was the complication of the Bo Xilai affair. The fall of the former rising star was said to be a sideshow obscuring internal party politicking.

Bo’s supporters tended to look past his controversial hardline tactics, corruption allegations, his wife’s involvement in murder and his Maoist-inspired opposition to Beijing’s reforms. In his defence, they instead questioned Xi’s commitment to reform.

However, any antipathy Beijing had to Bo would also be averse to a Maoist resurgence and therefore be pro-reform. There was also no question of Xi’s priority in targeting corruption and promoting the rule of law.

Nonetheless, for many the doubts about China’s leadership direction persisted. And the question would be settled by the Third Plenary Session of the 18th Central Committee.

Now those who were never in any doubt about Xi’s reform drive feel vindicated. Fence-sitters are also more convinced than ever that Xi and Prime Minister Li Keqiang will take China further along the road of reform.

Doubters are now puzzling over the general nature of official public statements from the plenum. They are stumped by an apparent shortage of specifics.

However, generalities indicate only a lack of details, not a reversal of direction. And given the presence of conservatives like Bo still in the party hierarchy, reformist leaders would do well to avoid advertising their plans to prevent obstruction and sabotage.

Xi is certainly not one to telegraph his intentions and preferences ahead of time. Former Singapore premier Lee Kuan Yew has observed that Xi is not demonstrative while still retaining his affable style.

Besides, Third Plenums of the 21st century have also been less hortatory and more cool and businesslike. A modern China headed by state functionaries rather than ideological patriarchs is where the Xis and Lis are at.

Over the long term, it has been a process of evolution for China’s leadership. In comparisons between Xi-Li and their immediate predecessors Hu-Wen, Xi is said to be more open and approachable.

Xi and Li are also regarded as more purposeful and cosmopolitan, a style that matches the contemporary demeanour of their international counterparts. And style still accounts for much, notwithstanding the weight of official policies and procedures.

Several views from Hong Kong, as expressed through the South China Morning Post newspaper for example, regard Xi’s leadership as clearly Dengist rather than Maoist. That effectively reaffirms the reformist road.

To that extent, this Third Plenum produced no surprises. Continuity and consistency are key to China’s development, and Xi is tasked with ensuring that trajectory in particular.

The polar opposites of Mao and Deng remain a bifurcation – and an ironic one at that. Their differences are strategic and ultimately ideological rather than personal.

Deng the Establishment rebel, the last Long March veteran, the final Paramount Leader and the Other Helmsman who turned China around is still deeply revered, including by the younger generation.

Young professionals and bureaucrats in their 30s, whether in official Beijing, bustling Shanghai or rural Hubei province today have no hesitation to say they are Dengist. They do not denigrate Mao, not even for his excesses and horrors, they just admire his party alter ego.

This is the political status quo of China today. It should therefore be no surprise that the party and state machinery, in carefully reviewing and sifting through contending candidates, has produced leaders that exemplify this bearing.

Thus Xi is no closet Maoist for prescribing self-criticism and attempts at censorship. Some tactics may appear conservative, but the overall strategy is still reformist.

The Third Plenum was clear in promoting the status of the market from “basic” to “decisive.” For this and similar moves, Xi and Li are considered pragmatists in moving modern China forward another notch.

In Beijing today, much of this pragmatism amounts to letting the market determine the economy, allowing the economy to inform governance, and ensuring that good governance safeguards society’s interests through due public regulation.

That also approximates to the “socialist market economy” Deng introduced 35 years ago. Since then, the concept has resulted in moves like cutting red tape, cleaning up a messy credit market and establishing a free trade zone in Shanghai.

Many suspect the best days of Xi’s presidency are at hand. His father is cited as a hero of progressive social development in his time.

Besides the current drive against graft, there is also a campaign against pollution. It is serious enough to require productive heavy industries like steel to cut capacity, with larger plans to move away from polluting sectors in favour of cleaner and more modern industries.

The home-grown company BYD for example not only designs, builds and markets its range of electric vehicles, but also plans to produce vehicle batteries for automobile companies around the world.

China is not only a large and rapidly growing economy, but one focused on the cutting edge of several technologies: ICT, high-speed trains and renewable energies among them.

Earlier this month, a skeptical BBC asked whether this latest Third Plenum will prove as decisive as the ones in 1978 and 1998. The short answer is that it can, depending on the prevailing national interest.

China today differs from the China of Mao’s era in one fundamental respect. The state will now do all it can to meet the nation’s current and future needs while delivering what the government wants, more than simply what the party prefers.

This basic distinction may still escape the understanding of many. The recent Third Plenum has gone some way to rectify that, but proof of it is already evident in recent years.

The rest will come soon enough. The point is that a transforming China with an eye to its future progress has opted for reform not only because it wants to, but more because it has to.

China massive restructuring to boost efficiency, fight corruption

(Reuters) - China unveiled a government restructuring plan on Sunday, cutting cabinet-level entities by two and dissolving its powerful Railways Ministry, as the country's new leaders look to boost efficiency and combat corruption.

The reforms mark the biggest reduction in ministries since 1998 when then-premier Zhu Rongji oversaw the overhaul of the State Council, and coincides with growing public concern over transparency and overlapping bureaucracies.

The government will join the Family Planning Commission -- the agency that controls the controversial one-child policy -- with the Health Ministry, and strengthen the powers of the food and drug regulators, it said in a report released during the on-going annual meeting of parliament.

"Currently, numerous operational, organizational and division of labor problems exist in State Council ministries," State Council Secretary-General Ma Kai said in a speech on the plan to the National People's Congress.

Ma added that "breach of duty, using positions for personal gain and corruption" under the structure had not been effectively constrained.

China's president-in-waiting Xi Jinping and premier-designate Li Keqiang assume their new roles after the annual congress concludes next week.

The Railways Ministry and Family Planning Commission have been particularly unpopular, and their restructuring was widely expected.

The Railways Ministry has faced numerous problems over the past few years, including heavy debts from funding new high-speed lines, waste and fraud.

Railways planning will be coordinated under the broader transport ministry. The government has pledged to open the rail industry to private investment on an unprecedented scale.

Family planning officials, meanwhile, have been known to compel women to have abortions to meet birth-rate targets. High profile cases have sparked national fury, such as when a woman in inland Shaanxi province was forced to abort her 7-month pregnancy last year.

Some analysts have said the merger of the health and family planning agencies would be a blow to the political base needed to maintain the one-child policy, which many demographers say should be relaxed.

The report said family planning must continue "on the basis of stable and low birth rates", but added that policies would be "improved". China's one-child policy is still generally enforced, although there are a number of family situations exempt from the rule.

A recently retired official from the Family Planning Commission who maintains close ties with the agency, said the merger does not mean the commission's power will be reduced.

"For such a long time, hundreds of millions of people had to have contraception and birth control, this kind of work is necessary. But it's possible that there will be fewer things done by force," the retired official said.

The restructuring plan, which will cut cabinet-level agencies to 25, will also boost the role of the food and drug regulators, placing it within the cabinet in response to an almost never-ending series of scandals over product safety.

Prosecutions for producing or selling fake drugs or toxic food jumped to more than 8,000 in 2012, more than five times the number in 2011, according to a report by the office of China's top prosecutor also issued on Sunday.

China's maritime enforcement agencies will be consolidated, as well, giving the National Oceanic Administration control over coast guard forces, customs police and fisheries enforcement as China faces growing tensions with Japan and South East Asian neighbors over disputed seas.

The move will bring China's maritime law enforcement forces, currently scattered among different ministries, under the unified management of a single administration, according to a report delivered by State Councilor Ma Kai at the annual parliamentary session on Sunday.

The new agency will still be named the National Oceanic Administration (NOA). It will have under its control the coast guard forces of the Public Security Ministry, the fisheries law enforcement command of the Agriculture Ministry and the maritime anti-smuggling police of the General Administration of Customs, Ma said in his report about the plan on the institutional restructuring and functional transformation of the State Council, China's cabinet.

The NOA currently has only one maritime law enforcement department, China Marine Surveillance.

The proposed administration, administered by the Ministry of Land and Resources, will carry out law enforcement activities in the name of China's maritime police bureau and under the operational direction of the Ministry of Public Security, said Ma, who is also the secretary-general of the State Council.

In addition to law enforcement, other functions of the new administration include outlining the oceanic development plan, supervising and managing the use of sea waters, and protecting ocean ecology, Ma said.

A high-level consultative and coordinating body, the National Oceanic Commission, will also be set up to formulate oceanic development strategies and coordinate important oceanic affairs, Ma said.

One parliament delegate said on the sidelines of the congress session that the move was not linked to the military.

"Our coastline is very long and our oceans cover a vast area. There is no military thinking behind it," said Zhang Guibai.

China will also merge its two media watchdogs -- the General Administration of Press and Publication and the State Administration of Radio, Film and Television -- and restructure the National Energy Administration, Ma said.

The move is meant to coordinate the resources of each sector and promote the reform of cultural institutions, Ma said in his report on the plan for the institutional reform and functional transformation of the State Council, China's cabinet.

The new administration will be responsible for promoting the development of these sectors and supervising related agencies and their businesses, said Ma, who is also secretary-general of the State Council.

The merger will be conducive to establishing a modern communication system, which is rapidly shaped by digital information technology, and boosting the country's cultural influence, said a statement from the State Commission Office for Public Sector Reform, which explains the reason of the institutional reform

America's problem: Money politics seldom supports reforms


“Money politics” has become even more prominent in the U.S. presidential race this year.

In 2010, the U.S. Supreme Court removed the limits on corporate donations to political campaigns and ruled that corporate donations are a protected form of free speech. As a result, this year’s congressional and presidential elections have become the most expensive in U.S. history, with billions of U.S. dollars spent already.

While rich people are throwing loads of money into the presidential election, ordinary Americans are worried about their own financial conditions.

Over the past 20 years, the income of middle-class Americans has been on the decline, and the income gap is becoming increasingly wide.

A poll has found that most Americans believe that too much money has been spent on the elections, and political contributions will only enhance rich people’s influence over the policy-making. No matter who is elected the U.S. president, he is bound to pay more attention to the needs of the rich than those of the poor.

Rich people are enjoying greater influence in politics, while the rights of ordinary voters are being damaged, which runs counter to the U.S. constitutional principle of “political equality.”


The economy is the decisive factor in this year’s presidential election, but the two candidates have mainly attacked each other, and failed to introduce specific plans for solving the country’s economic problems when it comes to debates on economic issues.

The weak U.S. economy is a result of both the global financial crisis that broke out a few years ago and the country’s own political problems. All Americans see on television is the ugly partisan strife and politicians’ lack of courage to carry out reforms.

The U.S. president needs great public support to lead the country out of crisis, and should figure out whether he rules simply for the sake of ruling or acts only after carefully considering the people’s immediate and long-term interests. Americans should remember that money politics seldom support reforms.
