Malaysia on right track to be EV power house


 Geely and Tesla..and conducive ecosystem provide support

KUALA LUMPUR: Malaysia is on the right path to become an electric vehicle (EV) powerhouse in South-East Asia with the government aggressively promoting a conducive EV ecosystem, supported by strong business commitment shown by two world-renowned automotive companies, Geely and Tesla.

Malaysian Automotive Association (MAA) president Mohd Shamsor Mohd Zain said the entry of China’s Zhejiang Geely Holding Group Co, or simply Geely, and United States-headquartered Tesla Inc into the Malaysian market serves as a clear indication of the country’s relevance in the regional automotive landscape.

He said the two auto makers, with their vast global experience and access to leading technologies, could introduce new ideas and ways of doing businesses to the local automotive sector, such as high-tech research and development (R&D) in new products that might not be currently available in the country.

“For example, electrification means a change in vehicle components, with more focus given to battery manufacturing and other specialised components for EVs.“We would also see the industry adopting new skillsets and infrastructure suited to varying degrees of electrification – from mild hybrids to fully electric vehicles – besides reskilling or upskilling the automotive workforce, whilst opening up new opportunities for innovation, R&D and high-value manufacturing of components,” he told Bernama.

He added that with the right government support, infrastructure and policies in place, Malaysia is well positioned to be a regional hub supporting the global growth of EVs given its strategic positioning and favourable economic conditions.

Malaysia is a major electrical and electronics manufacturing hub in South-East Asia; therefore, he said, automakers and automotive investors can seamlessly leverage on this capacity to secure their supply chains for growing their production of next-generation vehicles.

The components sub-sector can be capitalised on to service the whole automotive value chain, covering semiconductors, sensors, automotive electronics, transceivers, batteries, and vehicle assembly.

Mohd Shamsor said with more than 40 brands in the domestic market currently, the entry of new players would undoubtedly add greater excitement to the market and generate more interest among consumers.

Besides, it would also create a buyer’s market by providing more choices and increasing competitiveness, keeping all automotive players on their toes and resulting in better services and offerings for consumers.

“Malaysia may be new to the EV industry, but with the solid support of the current government and progressive national policies coupled with fast-growing consumer uptake, we foresee rapid holistic growth in our local EV market.

“New players in the EV space will lead to greater competition, which in turn will spur more investments from automotive players and improvements in the quality of products and services offered,” he pointed out.

Additionally, Mohd Shamsor said, with more EVs, including the completely knocked down models, coming into the country, there would also be new business opportunities for the vendors.

Meanwhile, Icats University College pro vice-chancellor Prof Datuk Dr Shazali Abu Mansor said EV is still considered as a niche market for the domestic automotive landscape, and that strong demand and supply are equally important for the industry to penetrate the Malaysian market at a meaningful rate.

He said as Malaysia manages its competitive advantages according to world standards, major adjustments in the structure of employment, tax, and subsidy allocation are inevitable in the journey towards creating critical mass.

“In some prominent EV countries, carbon tax is implemented to encourage both consumers and manufacturers to shift towards more environment-friendly vehicles.

“Malaysia used to be an agriculture and commodity-based country, but now the economy boasts robust manufacturing and service sectors, and is going to be a high-tech nation by 2030.

“We must move on and make way for new changes,” he reckoned.

'Constructive' China-U.S. Talks: An Icebreaker?

On Wednesday, Yang Jiechi, Member of the Political Bureau of the CPC Central Committee and Director of the Office of the Central Commission for Foreign Affairs, met with US National Security Advisor Jake Sullivan for six hours of talks in Zurich, Switzerland. The press releases issued by both sides were more positive in their respective contexts. This suggests that the meeting was productive.

Both sides have talked about implementing the spirit of the phone call between Chinese and US heads of state on September 10. There were no negative descriptions and accusations against the other side in both public press releases. There was only more subtle language about the differences between the two countries. US officials told the media that the two sides also discussed the possibility of a video meeting between the two heads of state by the end of this year.

However, if we compare the press releases from both sides, there are serious differences between the two countries that can still been seen. Yang stressed that China opposes defining China-US relations as "competitive." He advocated that the US side should have a deep understanding of the mutually beneficial nature of the bilateral relations and correctly understand China's domestic and foreign policies and strategic intentions. However, Washington's press release mentioned "competition" twice in the US' usual context. It has also used the wording of "responsible competition" as in the US' several recent statements and emphasized managing risks.

It is obvious that Washington's strategic definition of the China-US relations and the basic thinking behind their policy toward Beijing remains the same. The State Department's press release emphasized that it will continue to invest in US national strength and work closely with allies and partners. This is the same as the US' oft-repeated theme of speaking "from a position of strength" and strengthening the alliance system to compete fiercely with China.

However, the US side has recently talked less about "confrontation" along with competition and cooperation. It has been repeatedly emphasizing that it does not want to see a "new Cold War." It wants to prevent competition from escalating into confrontation. US Trade Representative Katherine Tai also said that the US does not pursue decoupling, but is willing to a "recoupling" on a new basis. In addition, it is also obvious that the US side's attitude toward China has been adjusted. Examples include the release of Meng Wanzhou and Washington getting ready to restart the China-US economic and trade consultations and other actions and positive statements.

China's fundamental strategy of not making principled concessions and insisting on doing its own thing is taking effect. The US side always says it wants to speak "from a position of strength," but its strength is far from sufficient to achieve its ambitions to contain China's development. The US has been hit hard by the COVID-19 epidemic, which has killed more than 700,000 people so far. It has not only plunged the US economy deeper into abusing stimulus mode, but also exposed the fundamental weaknesses of the US system and weakened its global influence.

By strengthening its alliance system, the US has mainly roped in Australia and Japan. In the past, Canberra and Tokyo used Washington's power to intimidate other countries. But now, it seems to be the other way around. The US' comprehensive offensive against China has quickly shown signs of fatigue.

To some extent, the reality has taught Washington a crisp lesson. The US has to alleviate some conflicts with China which are out of its ability. It also adjusted the pace of its China policy. At a time when anti-China public opinion is rampant in the US, the room for such adjustments is limited. Public announcements will be particularly restricted by domestic US politics. Therefore, Chinese people should not have illusions about the Biden administration's change of course. We should use our own solid actions to increase our firm leading power in China-US relations.

It must be noted that we have strong endurance in sticking to the current path toward the US. The US strategy toward China is very imaginative, but it cannot be supported by its ability. While the US is repeatedly discussing infrastructure construction, China's infrastructure construction has taken another step forward. The US' alliance system is becoming more and more complicated. For example, Paris, its traditional ally, is angry with Washington. Berlin is still going against Washington's will on the Nord Stream 2 deal. The US' failure in Afghanistan has made all of Washington's allies bitterly disappointed.

The US cannot achieve these deeds effortlessly. However, China can accumulate strategic initiatives by doing its own things well. China follows a pragmatic and reliable path.

We hope to see China-US relations find constructive changes. However, there are still many obstacles for the two sides to move closer in terms of their perceptions and expectations toward each other. The US has a deep hegemonic mindset, and it won't engage in reflection unless it fails. China must, by doing its own things well, make the US realize that ultimately it is impossible to contain China's development. By sticking to this approach and direction, US' China policy will gradually adapt to reality. The US will seek maximum interests by exploring coexistence and cooperation with China

Malaysia needs to produce more houses to achieve 20/20 by 2020

AS I walked the streets in Melbourne, people are either taking pleasure in their daily activities or catching up with their friends. More importantly, they are enjoying an abundance of economic and lifestyle opportunities, supported by their affordable housing prices and convenient transportation. It comes as no surprise that the city has been ranked as the world most livable city by The Economist for years.

Melbourne tops the list as the most livable location, according to a survey of 140 cities conducted by the Economist Intelligence Unit (EIU).

For Malaysians, the good news is, Kuala Lumpur ranked second in South-East Asia after Singapore on the same list, while the challenging part is we were at No. 77 in the world ranking, according to the survey last year.

In terms of competitiveness, the World Economic Forum (WEF) has ranked Malaysia as the 24th most competitive nation among 148 countries in its Global Competitiveness Report 2013-2014. Under the Economic Transformation Programme (ETP), the Government aspires to elevate Kuala Lumpur to be the top 20 most economically dynamic cities and top 20 most livable cities by 2020.

To realise these goals, we need to gear up our efforts in building both the hard and soft infrastructure of the country. And if we are to be a truly developed nation, one of the most critical criteria is to have more homes, as the nation’s housing needs must first be addressed to ensure quality living.

Let’s take a look at how developed nations house their people. Take Australia as an example, where four of its cities, i.e. Melbourne, Adelaide, Sydney and Perth, ranked in the top 10 most livable cities as measured by the Global Liveability Survey in 2012. Australia has a population of around 22 million living in 9.1 million homes, according to its census in 2011, which means their average person per household is 2.5.

Another developed nation in Europe, United Kingdom, has a population of 62.7 million people and number of homes is approximately 25 million, which also works out to have an average of 2.5 persons per household.

In Malaysia, while our population is about 28 million, we only have about 4.6 million homes, according to National Property Information Centre. This is equal to 6.08 persons per household. For us to catch up with Australia and United Kingdom which have an average of 2.5 persons in a household, we would require a total of 11.3 million homes in our country, which is a 250% increase from what we have currently!

However, at our current housing production of about 100,000 homes a year, it would take us 67 years to catch up with the benchmark displayed by these developed nations, assuming there is no additional increase in population.

The statistic above paints a picture of the fundamental required for a developed nation. As a developing nation, the Government and the relevant private sectors need to find ways to grow the number of homes in Malaysia. We are in need of more housing especially when the Government aims to move our country towards developed nation, and to grow the population of Greater KL from 6 million people to 10 million by the year 2020, which would put further pressure on the housing market in urban areas.

Currently, production has not been able to keep up with demand and this has pushed up housing prices. Having ample supply is the only long-term sustainable way to keep housing affordable. The Government needs to streamline the delivery system to increase the number of homes built every year, instead of stifling the supply which also include the cooling off measures which may eventually lead to higher prices due to inadequate supply.

Imagine if we are having 11.6 million houses today instead of 4.6 million, our house prices would be more affordable due to ample supply. The bottom line is we need more houses, especially affordable houses. It will help in the long run if the authorities can find ways to encourage housing supply, and this include putting off cooling measures on the property industry which only work in the short run as shared in my last article “Cooling Off Measures Choke Supply”.

More production of houses will make prices more affordable. And, if the Government can further support the housing needs with infrastructure including having a good public transportation system, the aspirations of making Kuala Lumpur the top 20 most livable and most competitive cities in the world can become a reality by 2020.
