China says 'no' to those in the US who have used the COVID-19 issue to smear China, as their practice revealed their disregard for common sense and arrogance towards science, the Chinese Foreign Ministry said on Friday, after the White House said the US was disappointed by China rejecting the World Health Organization's (WHO) latest COVID-19 origins study plan.

5 million Chinese sign open letter asking WHO to investigate Fort Detrick, a ‘collective will’ that can’t be ignored

Over 5 million Chinese netizens had signed an open letter as of Wednesday demanding the World Health Organization (WHO) investigate the US' Fort Detrick lab over COVID-19 origins. With the number still increasing, Chinese experts and officials consider it a vivid reflection of the collective will of the Chinese public, signaling the outrage toward some US officials who politicized the epidemic to shift the blame and who owe the world an explanation on US own flaws.

` A group of Chinese netizens drafted the open letter to ask the WHO to investigate the US Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, Maryland, and entrusted the Global Times with posting the letter on its WeChat and Weibo platforms on Saturday to solicit public response. It has gathered more than 5 million signatures as of the press time on Wednesday.

` Investigating Fort Detrick is the call of people all over the world, including the Chinese people and it is a question that the US must answer when it comes to COVID-19 origins and a problem it can never circumvent, Chinese Foreign Ministry said on Wednesday.

` In less than five days, about 5 million Chinese have signed the open letter, Chinese Foreign Ministry spokesperson Zhao Lijian said at Wednesday's media briefing. The rising numbers are a representation of the anger of the Chinese people at the political manipulation by some in the US on COVID-19 origins, he noted.

` To prevent the next outbreak, laboratories studying dangerous viruses and even biological weapons should be put into the focus of the WHO, the letter said.

` The Fort Detrick lab, particularly, stores the most deadly and infectious viruses in the world, including Ebola, smallpox, SARS, MERS and the novel coronavirus. The leak of any of them would cause severe danger to the world, which also aroused the concerns and doubts about whether the SARS?CoV?2 virus that triggered the global pandemic is related to the lab, it said.

` The letter was issued as the WHO on Friday proposed a second phase of studies into the origins of the coronavirus in China, including "audits of laboratories and markets in Wuhan," calling for "transparency" from authorities, shortly after WHO head Tedros Adhanom Ghebreyesus appeared to succumb to the US-led West's multiple layers of political pressure, calling on China to be transparent and open in further COVID-19 origins studies, according to observers.

` Li Haidong, a professor at the Institute of International Relations at China Foreign Affairs University, told the Global Times on Wednesday that so many Chinese people signed the open letter, reflecting the true opinion of ordinary Chinese. "Over the past year, some US politicians have been slandering China on the question of COVID-19 origins, which triggered dissatisfaction among Chinese people. Such public opinion should not be ignored by the international community," Li said.

` US owes the world answers

` In July 2019, the US CDC issued a "cease and desist order" to halt most research at Fort Detrick. Although this mysterious lab reported the reason for the closure as "ongoing infrastructure issues with wastewater decontamination," the explanation was not persuasive enough for many.

` During the same period, the US media reported that a respiratory illness outbreak at a Virginia assisted living facility caused some deaths, and the e-cigarette, or vaping, product use-associated lung injury (EVALI) cases also occurred in Wisconsin, Zhao said, laying out a number of cases that the US should further investigate and give out a clear explanation to the world.

` "How are these incidents related to one and another? When does the US intend to clarify those questions publicly?" Zhao asked. Thirty-two communist and workers' parties around the world signed a petition against the proliferation of biological weapons, asking closure of US military biological laboratories, a Ukraine-based media politnavigator.net reported on Monday.

` The biological weapons can be used by the US military against their opponents, which will lead to catastrophic consequences, according to the article.

` The laboratories created by the US were deployed in various countries including Ukraine, Georgia, Armenia, Azerbaijan, Kazakhstan and Uzbekistan, the article said.

` Yang Zhanqiu, a deputy director of the pathogen biology department at Wuhan University, told the Global Times in a recent interview that the US needs to publish more data and documents related to large-scale of epidemiological investigations including their travel history, relationship with other cases from overseas, and virological analysis is needed to compare the similarity of the viral genome to determine the source of the epidemic in the US.

` "Some current studies show that the prevalent coronavirus in the US has the most inclusive genetic types, and almost all strain types are transmitted in the US so it would be very meaningful for conducting origins studies in the US," Yang said.

` Political maneuver

` The WHO-China joint study report issued on March 30, 2021, reached a clear conclusion and offered suggestions for the next phase of global study into the origins, which concluded that the Wuhan "lab leak" hypothesis is extremely unlikely, and that we should look for possible early cases of the outbreak more widely around the world and further understand the role of cold chains and frozen food.

` A Western scientist who is close to the WHO-China joint team told the Global Times that the reason the WHO chief looks set to change the approach to phase two is because of political pressure regarding the lab leak from a small number of member states, led by the US.

` Under such a highly politicized environment, the White House chief medical adviser Anthony Fauci got into a heated exchange on Tuesday with Senator Rand Paul, after the US official accused Fauci of lying to Congress.

` Paul believed that the National Institutes of Health funded a lab in Wuhan, USA Today reported on Tuesday. The lab has been at center of the conspiracy theory of the G.O.P.

` Fauci also told Paul last year that he was spreading misinformation about the virus, according to the media report.

` The public and the media are trying to get answers to questions the international community has been asking for a while. However, some people in the US have been keeping the public in the dark, according to Chinese officials and experts.

` "I hope the US can answer the following questions," Zhao said at the press conference on Wednesday, as some issues remain unclear.

` As the US National Institutes of Health's All of Us Research Program found evidence of COVID-19 infections in the US as early as December 2019, how does the US respond to that? There were 171 patients who had symptoms of COVID-19 in Florida earlier than reported cases without travel history to China, how does the US respond to that? The mayor of Belleville claimed that he had COVID-19 symptoms back in November 2019, two months earlier than the first-reported cases, how does the US respond to that? the Chinese official asked.

` "Also, according to some reports, the symptoms caused by the vaping lung disease in July 2019 were similar to COVID-19 infections, would the US clarify that? Why does the US keep silent when talking about investigations into Fort Detrick and other overseas biolabs? What is it trying to hide from us?" Zhao added.

` The US has been hyping up the "sick researchers of Wuhan Institute of Virology" conspiracy since May, which was reported by the Wall Street Journal. The story cited US intelligence report claiming three researchers from China's Wuhan Institute of Virology became sick enough in November 2019 that they sought hospital care.

` In response, Zhao urged the US to present evidence.

` "Who are these 'three sick researchers,' what are their names, what diseases were they infected with? If their coronavirus tests were positive, please present the report," Zhao said.

` "I want to tell everyone that the US cannot present any evidence, because it's lying. It is stigmatizing and demonizing China using the COVID-19 origins issue," Zhao said.

US loses focus by inserting anti-China in infrastructure plan





 

Only a US domestic revitalization plan that can forget about China will have any promise

US President Joe Biden unveiled a roughly $2 trillion American Jobs Plan focused on infrastructure and the climate crisis in a speech in Pittsburgh on Wednesday. To win support, he said that the "once-in-a-generation" investment would "put [the US] in a position to win the global competition with China in the upcoming years."

Much of infrastructure in the US has been old. Both Democrats and Republicans are on the same page on this matter. US former president Barack Obama in September 2010 proposed his ambitious plan to renew the US' transportation infrastructure, but failed to achieve it in both of his terms. Neither did Donald Trump. Biden launched the third round of such attempt. His plan contains the greatest details and seems to be the most serious one.

However, the Biden administration's infrastructure plan was met with opposition from Republicans when it was announced. Trump slammed the infrastructure plan as a "giveaway to China" in a statement on Wednesday, and said that the proposed tax increases designed to fund the $2 trillion proposal would end up backfiring by sending American jobs overseas. Biden may once again have mired himself down in a situation where everyone agrees that it was the right thing to do, but no one can agree on how to do it or where the money will come from.

US society has been gravely divided. The more interests involved in carrying out a big plan, the more opportunities for political struggles to be created, which will hinder the goal to be achieved. This is the root of the US' problem. To engage in infrastructure construction, the internal driving force of society should have been far greater than the resistance from disputes by different interest groups, but this is not the case in the US. Exploiting "defeating China" as a thrust to push the plan sharply deviates from the appropriate track. This makes the plan hard to achieve.

Has China ever thought of competing with the US as it builds high-speed trains, widen the highway network and build network base stations? They are entirely China's own national agenda. The incentive to invest is strong, and the general public is very supportive. We can say that China's infrastructure advances with ease. Our concern is often that we should not work lavishly on these projects in case they lead to interim waste or debt.

The US now has China everywhere in its mind with regard to its domestic policy, attaching labels of national security randomly, and blaming China for any industrial imbalance in the US. Apart from instigating nationalism, this would do little to solve the problem. Over time, the US will not only be down with an anti-China syndrome and strike at anything Chinese, but will also only be able to make its policy with anti-China elements. This will lead to the misdirection of its goal time and again and cause it lose its way in development.

The US should force itself to forget about China more often. What the US needs to do is struggling with itself. It has been more than a decade since it has called for the construction of the high-speed railway. Why hasn't a single kilometer been built? What does this inefficiency have to do with China? Trump overturned many of Obama's policies and now Biden overturned Trump's policies. Is this what China seduced the US to do?

It is quite impressive that Washington is beginning to value some important lessons from China. Conflict is also a way to learn from each other. China's key experience is to mind its own work well. Biden's determination to improve infrastructure and increase investment in technology seems to have taken something from China's direction. We hope that the US could adhere to this idea. It is the right way forward.

If the US really initiated a new investment in infrastructure, it is believed that Chinese society in general will be optimistic about its success. More of this kind of engagement by the US will increase its market demand, which is a positive factor in the expansion of China's economic growth. After all, the contest between China and the US should have been focused on the competition of domestic development, rather than playing chess on the diplomatic front.

If Washington had refocused its attention, it might not have exaggerated the "China threat" theory as much as it does now. They will find that the benefits of China-US cooperation may outweigh the zero-sum competition with China "from a position of strength." China could be a partner, not a rival, in Biden's plan to revitalize US infrastructure, if Washington so desires.

Obsessive focus on making enemies or confrontation is narrow-minded and an exhausted strategy. It is an unwise one. This is true of a person, and it is also true of a country

TikTok's roller-coaster ride in the United States continued on Monday as President Donald Trump said he would approve the video-sharing app's sale to Microsoft only if the US government gets a cut, a condition that one expert called a "mafia" deal.

The president also gave Microsoft and TikTok's Chinese owner, ByteDance, a deadline of Sept 15 to complete the deal, or the app will be banned in the US.

Foreign Ministry spokesman Wang Wenbin said at a regular media briefing in Beijing on Tuesday that the US treatment of TikTok is "outright bullying", and the US only uses a "national security risk" as an excuse to suppress Chinese tech enterprises.

"The relevant enterprises carry out business activities in the US following market principles and international rules and abiding by local laws and regulations," he said. "However, the US has set restrictions and suppressed them with unwarranted charges, which is political manipulation."

Wang said that if the wrongdoing by the US continues, then any country could take similar measures against any American enterprise on the grounds of national security.

"The US side must not open this Pandora's box, otherwise it will suffer its consequences," he said.

The increased scrutiny of TikTok culminated on Friday when Trump threatened to ban the app from operating in the US due to a "national security risk". The negotiations between the two companies were then halted.

But after a weekend phone call with Microsoft CEO Satya Nadella, Trump reversed his stance and reportedly gave the two companies 45 days to close the deal. This was confirmed by Microsoft on Sunday, which said in a statement it "will move quickly to pursue discussions" with ByteDance and complete the talks "no later than" Sept 15.

The president added a condition to the potential purchase on Monday: Microsoft should buy TikTok outright, and the US Treasury Department should be paid because the government made the deal possible.

"It's a little bit like the landlord/tenant; without a lease the tenant has nothing, so they pay what's called 'key money', or they pay something," Trump told reporters in the Cabinet Room at the White House on Monday. "But the United States should be reimbursed or should be paid a substantial amount of money, because, without the United States, they don't have anything."

Investors in privately owned Byte-Dance valued TikTok at $50 billion, according to a Reuters report.

Kai-Fu Lee, former chairman of Google China, said the US treatment of TikTok, including "forced acquisition, plus only 45 days, plus finder's fees", is "incredible".

Lee said that China has set clear rules for internet companies that want to operate in the country, and Google had decided to exit as it didn't want to comply with Chinese laws and regulations.

"The US didn't give any parameters that TikTok could work with, and didn't provide any evidence for their claims that TikTok had caused national security risks to the US," he said.

The legal basis of Trump's requirement that some of the money from the deal go to the US Treasury was immediately questioned by experts.

"This is quite unusual; this is out of the norm," Gene Kimmelman, a former chief counsel for the US Department of Justice's Antitrust Division, told CNN.

"It's actually quite hard to understand what the president is actually talking about here.... It's not unheard of for transactions to have broader geopolitical implications between countries, but it's quite remarkable to think about some kind of money being on the table in connection with a transaction," said Kimmelman, a senior adviser to the policy group Public Knowledge.

Julian Sanchez, a senior fellow at the Cato Institute, a think tank based in Washington, D.C., said Trump's "extortion threat" is a "mafia business model".

"Trump's full explanation of why the Treasury should get a 'cut' of a Microsoft/TikTok deal is, somehow, even more grotesque and shameless than I had anticipated," said Sanchez.

"As with his tariff policy, there doesn't seem to be any consideration of whether this sets a dangerous precedent for other countries to engage in similar pretextual protectionism against us, or how whimsically compelling divestment might affect international investment," he said.

Samm Sacks, a senior fellow at Yale Law School's Paul Tsai China Center, also warned that shutting down the app altogether would set "a dangerous precedent in which the US government can blacklist companies based on country of origin using blanket national security as justification".

The Trump administration has been scrutinizing TikTok for several months, claiming that the platform shares the data of US users with the Chinese government. The company has repeatedly denied the accusations, maintaining that all the users' information is stored in the US.

Curtain falls on S.China Sea arbitration farce; Tribunal manipulators will be revealed

The 49th ASEAN Foreign Ministers' Meeting on Monday issued a joint communiqué, which didn't breathe a word about the South China Sea arbitration, or harbor any overt criticism against China. Although the South China Sea issue was mentioned many times in the communiqué, it only gave a general overview of principles that must be stuck to. Most foreign media view the communiqué as a triumph for China's diplomacy.

On the same day, a joint statement on how to effectively implement the Declaration on the Conduct of Parties in the South China Sea was issued.

The two statements reflect the consistent stand of ASEAN. Attempts at pressuring China through the ASEAN Foreign Ministers' Meeting have failed.

As the first foreign ministers' meeting after the so-called South China Sea arbitration award was issued, the US and Japan hoped to use the meeting in Laos to solicit ASEAN's collective support for the arbitration and impose unprecedented diplomatic pressure on China. But such expectations do not correspond with the realities in East Asia.

Hype was running high among American and Japanese media that only Cambodia was standing in the way of a joint statement that incorporates the South China Sea arbitration, and Laos as the host country didn't voice any firm opposition.

From another perspective, only the Philippines wanted a joint statement with reference to the arbitration, and Vietnam was not so persistent in its demands. Most ASEAN countries have maintained a neutral attitude. They neither want to see a division within the bloc, nor to be dragged into a conflict with China over arbitration.

Manila compromised this time, giving consent to a communiqué without mention of the arbitration. It showed flexibility compared with 2012, when the 45th ASEAN Foreign Ministers' Meeting ended with no joint statement because the Philippines' propositions over the South China Sea issue were firmly opposed.

It's in the common interests of China and ASEAN to maintain peace and stability in the South China Sea. But the US and Japan are willing to see conflicts between China and the Philippines and Vietnam escalate. If the arbitration leads to overall confrontation between ASEAN and China, it will fullfil the desires of the US and Japan.

ASEAN won't be so silly as to head toward a confrontation with China. We have carried out construction activities on islands and reefs in the South China Sea, but with our utmost efforts to avoid confrontation.

The possibility of a military solution to the South China Sea dispute has become smaller and smaller. The arbitration has brought about new risks. Instead of a clash between China and the Philippines, or China and Vietnam, there are more worries about conflicts being sparked between China and the US.

Under such conditions, it could never be ASEAN's desire to amplify the negative influences of the arbitration case. Two weeks after the arbitration result was announced, no other countries outside the region but the US, Japan and Australia have voiced support for it. The farce is coming to an end.- Global Times.

Spotlight: Chinese FM calls for end to politicization of South China Sea issue, urges parties to return to negotiations

Chinese Foreign Minister Wang Yi said on Tuesday that the political manipulation behind the arbitral tribunal will be revealed, in response to the comments made by some foreign ministers on the South China Sea arbitration case.

Wang expounded on China's position when attending the 6th East Asia Summit Foreign Ministers' Meeting held in the Lao capital Vientiane.

Wang said China has not participated in the arbitration case and will not accept the so-called ruling, a position that China has made clear since day one and is supported by strong legal basis.

By adopting this position, China is safeguarding the sanctity and impartiality of the United Nations Convention on the Law of the Sea (UNCLOS), said the Chinese foreign minister.

First, the arbitration unilaterally initiated by the former Philippine government violated the principle of having the consent of concerned parties as the basis of arbitration and failed to meet the prerequisite of conducting full exchange of views beforehand, thus lacking the legal conditions to be initiated.

What the former Philippine government had done also abandoned bilateral agreements between China and the Philippines and violated Article 4 of the Declaration on Conducts of the Parties in the South China Sea (DOC) as well as the principle of estoppel prescribed in international law, according to Wang.

Second, he said, the subject matters of the arbitration, however packaged, in fact directly concern territorial sovereignty and maritime delimitation which are beyond the scope of the UNCLOS and the jurisdiction of the ad hoc tribunal. It is a typical act of overstepping the power and ultra vires as well as the abuse of dispute arbitration mechanism.

Wang said by citing a prominent legal expert from Europe that the arbitration case undoubtedly touches upon territorial sovereignty which is not governed by the UNCLOS. The tribunal's practice of separating territorial sovereignty dispute with the status of islands and reefs is unseen in international law, which is like "putting the cart before the horse."

Third, the ruling of the ad hoc tribunal is full of obvious mistakes, Wang said. It blatantly uses its self-invented rules to negate and deprive the lawful and legitimate territorial sovereignty, maritime rights and interests of parties concerned. In particular, it says that Taiping Dao, the largest island in the Nansha Islands with an area of 500,000 square meters, is a rock and has no relevant maritime rights.

If such a judgment can legally stand, the sea map of the world will need to be redrawn, Wang said.

Wang stressed that this ruling runs counter to the spirit of international rule of law as well as the principle and spirit of the UNCLOS.

"This arbitration is imbued with question marks and fallacies in terms of procedure, legal application, fact finding and evidence gathering," he said.

The so-called ruling is illegal in three aspects: the initiation of the arbitration is illegal, the set-up of the tribunal is illegal, and the result of the arbitration is illegal. Therefore, China's stance is fully legitimate which serves the purpose of upholding international equity and justice and regional peace and stability, Wang said.

The Chinese foreign minister said more and more countries have come to see the nature and danger of the arbitration case, and understand and acknowledge China's stance to resolve disputes through direct negotiation and consultation, calling for respect to the rights of sovereign states to independently choose dispute settlement means including respecting the declaration on optional exceptions made under Article 298 of the UNCLOS.

There are also more and more legal experts around the world questioning the legality of the arbitration case and the fairness of the ruling, Wang said, noting that the illegal nature of the so-called South China Sea arbitration case and the political manipulation hidden behind the ad hoc arbitral tribunal will be further revealed. - Global Times
